Cesare was a hypnotised assassin, a slave used by the mesmerist Dr. Caligari to carry out a series of murders.
Cesare, along with his puppet-master Dr. Caligari, were members of the German league, Die Zwielichthelden.
Cesare seems to have died prior to 1941.
