Quong Lee was a wise, elderly Chinese purveyor of fine tea in Limehouse. He was visited by Mina Murray and Hawley Griffin.

When they told him they come from Campion Bond and they seek Fu Manchu he told them "The waters leap beneath the heavenly bridge. The dragon sleeps below the waters. Do not awaken it". And refused to tell anything else.
