Rosa Belinda Coote is the Headmistress of the Correctional Academy for Wayward Gentlewomen.
Rosa Coote from an early age was subjugated to numerous spankings by her Grandfather, from which she gained a pleasure from the pain. Growing into a dominatrix she eventually created the Correctional Academy for Wayward Gentlewomen, beating many women for sexual pleasure.
Coote's school became the subject of attention when the "Holy Spirit" was thought to have impregnated some of her students. However, it is revealed that Hawley Griffin, the Invisible Man, was engaging in regular sexual intercourse with the Academy's students under the guise of the "Spirit" and responsible for the pregnancies. The academy was investigated by Mina Murray, Allan Quatermain, and Captain Nemo, who discovered and captured Griffin. Coote was disappointed that Mina Murray leaves stating that she would be a perfect teacher at her school.
In The Pearl, Rosa's grandfather is the historical disgraced general Eyre Coote. As he died in 1823, this would mean Rosa would be at least in her eighties by 1898, when The League of Extraordinary Gentlemen is set.
